Key points of the policy are:
- To provide people moving into new developments with ready access to modern telecommunications, both voice and broadband
- Developers are able to choose carriers, including nbn, to service their developments
- Developers to meet the cost of pit and pipe
- Developers are required to contribute to the cost of providing phone and internet infrastructure
- Developers are required to provide fibre ready facilities in all new buildings, units or lots in a new real estate development
- nbn may deliver a one-time charge of $300 (incl. GST) to the phone and internet providers that place an order for an nbn™ broadband access network service to a new development (providers may choose to pass the charge onto their end users)
- nbn is the default infrastructure provider for broadband Australia wide
- Consistent with the Multi-Technology Mix (MTM) model, nbn will be able to select the technology it will deliver to new developments
Charges to consider
Developer contributions charge
- New dwellings or lots being constructed, typically new buildings requiring a new mailing address
- Additional services (also known as non-premises services) such as fire alarm, security systems, and elevator phone lines.
- Broadacre subdivisions
- Newly constructed apartments, townhouses or villa units
- Commercial premises – only for new lots or tenancies created, either within an existing building or as part of an expansion.
- Subdivisions – only for the new lots that are created
- Granny flats/outbuildings – only if they are newly constructed and have a separate address from the primary residence (these instances will require a unique lead in conduit).
- Conversion of a warehouse into new apartments
- Knock down rebuild – only if a new address is created. For example:
o If you knock down an existing house and create three new addresses, the three new addresses will attract the new developments charge
o If you don’t knock down the existing house and create three new addresses (four in total), only the three new addresses will attract the new developments charge.
o If you knock down a single house and rebuild a single house in its place – this will not attract a new developments charge.
It does not include:
- Building a single dwelling on a vacant block of land, where there is no existing nbn connection.
This is a charge applied only to developers and builders for:
- Single Dwelling Units (SDUs): An SDU is typically a building with single premises including free standing and terrace housing or a building with two premises on one lot such as a duplex.
- Multi Dwelling Units (MDUs): An MDU is typically a building with three or more separate premises, or any form of strata, group, company or community title development.
The charge is determined on application, and is capped at the following amounts depending on the build type:
- Single Dwelling Unit (SDU): $600 inc. GST per premises
- Multi Dwelling Units (MDU): $400 inc. GST per premises
Backhaul contributions for medium to large developments
Backhaul contributions may apply if the nbn™ access network infrastructure required to connect the new development is not available.
Developers can determine the potential backhaul costs by submitting an expression of interest for developments with 50 or more premises. However, to determine final costs for the development, you must submit a new development application for a detailed assessment.

End user contributions for phone or internet providers
nbn is required to charge the phone or internet service provider a one-time end-user contribution of $300 (inc. GST).
Under nbn’s Wholesale Broadband Agreement, this is referred to as the “new developments charge”, which came into effect on 2nd April 2016. nbn applies this charge to the phone and internet provider that submits the first order for an nbn™ access network service in a new development. This charge is applied to each premises in the development.
A phone and internet provider has the choice to on-charge this amount to the end user at their discretion.
